2. The Secretary of State for War asked the

authority of the Cabinet to use, for the purposes

of the withdrawal of the Indian Mixed Brigade, two

of the ships which had been retained for the

transport of the Shanghai Defence Force to other

parts of China as required. After the withdrawal

of these two ships he would still have sufficient

transport to enable three Battalions to be moved

from Shanghai to North China, if necessary. There

were at present two Battalions at Peking-Tientsin,

and two at Wei-hai-wei.

Consequently, there were

f our Battalions within easy reach of Tientsin, a8

well as three which could be brought up from

Shanghai. In the meantime our policy of refusing

to move large forces to Tientsin and Peking had

resulted, as we desired, in other nations

concentrating forces in that region.

Attention was drawn to Sir Miles Lampson's

telegrams Nos.1081 and 1082 of July 4th, in regard

to the withdrawal of troops from China, and to

Sir Austen Chamberlain's reply No.456, of July

5th, explaining the policy of the Goverment, as
